緬甸自獨立以來長期在官方文本和對外政策中踐行中立主義，但除了吳努和奈溫時期，其餘時期的中立政策鮮為人知。本書通過界定「中立偏離度」，闡釋了緬甸獨立以來出現的消極中立、被動中立、積極中立和動態中立四種不同卻又相互轉化的中立主義政策。通過深入研究緬甸國別案例，本書闡釋了轉型國家在對外政策中的政治生存問題，是國內首本系統性研究緬甸獨立後至2020年歷屆政府中立主義政策的專著。

作者簡介

張添，中山大學國際關係學院副教授，外交學博士。先後畢業於國際關係學院、中國現代國際關係研究院、雲南大學，分別獲得學士、碩士、博士學位。2018-2019年在仰光大學國際關係學系做訪問學者，2022-2024年在北京大學區域與國別研究院任助理研究員、博雅博士後。長期從事緬甸、國際合法性理論與實踐，東南亞國家代際政治，東盟等方面研究。
