「粵港澳大灣區發展規劃綱要」於2019年2月出台，提出包括經濟、科技創新、教育、基礎建設等多層面合作，着眼於珠三角地區的香港和澳門兩個特別行政區，以及廣州、深圳、珠海、佛山、惠州、東莞、中山、江門和肇慶九個城市之間的各擅勝場，寄望藉合作互補以釋放更多、更大發展力量，改善民生與經濟。


本書收錄的十一篇論文，特别從香港的處境及角度出發，從四個面向作出不同思考，尤其檢視當中的發展空間與挑戰。第一個面向集中於探討發掘大灣區合作的新潛能，第二個面向集中探討如何激發大灣區的科技創新，第三個面向探討創業與培養新產業問題，第四個面向是旅遊和生活，以大灣區一小時生活圈來拉近地理距離，有助促進經濟和民生。
