More than Civil Engineering: A History of Hong Kong Development (2004-2024) records the history of land formation and infrastructure development in Hong Kong. The Civil Engineering and Development Department is one of the key government institutions responsible for this development. Established in 2004, the Department was formed through the merger of the Territory Development Department and the Civil Engineering Department. Previously, the Territory Development Department planned the development of new towns, villages and major urban areas, while the Civil Engineering Department handled technical tasks such as land formation, reclamation and slope safety. The year 2024 marks the 20th anniversary of the Civil Engineering and Development Department’s establishment since that merger. The book documents the Civil Engineering and Development Department’s achievements over these two decades and reflects how it has created a sustainable and livable environment for Hong Kong, guided by the principles of being people-oriented, balancing development and conservation, and applying innovative technology.





作者簡介


A Hong Kong native, the author earned a BA from the Chinese University of Hong Kong, ollowed by an MA and PhD from the University of Oxford. He currently serves as Chairman and Professor in the Department of History at the Chinese University of Hong Kong, as well as Director of the Centre for Chinese History and the Centre for Comparative and Public History. His primary teaching areas are Hong Kong’s land administration and customs.

Driven by a deep interest in Hong Kong history, the author has actively pursed fieldwork and documentary research since 1997, witnessing firsthand the region’s transformations. Over three decades, he has conducted extensive interviews throughout Hong Kong. His published works include Removal of Villages: Demolition of Villages in New Kowloon (in Chinese), Living Ancestors: Old Villages, Ancestral Halls, and Ancestral Graves in Central Kowloon (in Chinese), and Colonial Administration and Land Reform in East Asia.
